    Data linkage for early intervention in the UK: Parental social license and social divisions

    Electronic linking of public records and predictive analytics to identify families for preventive early intervention increasingly is promoted by governments. We use the concept of social license to address questions of social legitimacy, agreement, and trust in data linkage and analytics for parents of dependent children, who are the focus of early intervention initiatives in the UK. We review data-steered family policy and early intervention operational service practices. We draw on a consensus baseline analysis of data from a probability-based panel survey of parents, to show that informed consent to data linkage and use is important to all parents, but there are social divisions of knowledge, agreement, and trust. There is more social license for data linkage by services among parents in higher occupation, qualification, and income groups, than among Black parents, lone parents, younger parents, and parents in larger households. These marginalized groups of parents, collectively, are more likely to be the focus of identification for early intervention. We argue that government awareness-raising exercises about the merits of data linkage are likely to bolster existing social license among advantaged parents while running the risk of further disengagement among disadvantaged groups. This is especially where inequalities and forecasting inaccuracies are encoded into early intervention data gathering, linking, and predictive practices, with consequences for a cohesive and equal society

    THE VALENCE OF CORPUSCULAR PROTEINS

    By the use of two extreme models: a hydrated sphere and an unhydrated rod the valence (net charge) of corpuscular proteins can be successfully calculated from electric mobility data by the Debye-Hückel theory (modified to include the effect of the ions in the ion atmosphere) in conjunction with the electrophoretic theory of Henry. As pointed out by Abramson, this permits a comparison with values for the valence from titration data. Electrometric titration measurements of serum albumin B (Kekwick) have been determined at several ionic strengths. These results, together with the available data in the literature for serum albumin B, egg albumin, and β-lactoglobulin have been used to compare values for the valence calculated from measurements of titration, electrophoresis, and membrane potentials. The results indicate that the usual interpretation of titration curves is open to serious question. By extrapolation of the titration data to zero ionic strength and protein concentration, there results an "intrinsic" net charge curve describing the binding of H+ (OH-) ion alone. This curve agrees closely, in each case, with values of the valence calculated from mobility data (which in turn are in close accord with those estimated from membrane potential measurements). The experimental titration curves in the presence of appreciable quantities of ions and protein deviate widely from the ideal curve. It is suggested that, under these conditions, binding of undissociated acid (base) leads to erroneous values for the net charge. This binding would not affect the electrophoretic mobility. Values of the net charge obtained by the two extreme models from electrophoretic data are in agreement within 15 to 20 per cent. The agreement between the cylindrical model and the titration data is somewhat better in each case than with the sphere; i.e., this comparison enables a choice to be made between asymmetry and hydration in the interpretation of results from sedimentation and diffusion measurements on proteins. It is concluded that the proteins discussed here are somewhat asymmetric and also hydrated

    The multilevel trigger system of the DIRAC experiment

    The multilevel trigger system of the DIRAC experiment at CERN is presented. It includes a fast first level trigger as well as various trigger processors to select events with a pair of pions having a low relative momentum typical of the physical process under study. One of these processors employs the drift chamber data, another one is based on a neural network algorithm and the others use various hit-map detector correlations. Two versions of the trigger system used at different stages of the experiment are described. The complete system reduces the event rate by a factor of 1000, with efficiency ≥\geq95% of detecting the events in the relative momentum range of interest.Comment: 21 pages, 11 figure

    Innovation and investment safety as the condition for neo-industrial development

    The paper suggests considering neo-industrial development that is represented as alternative to post-industrialism from the perspective of provision of innovation and investment safety of the country. Authors make an effort to determine economic and institutional backgrounds and criteria of safety of innovation and investment activities. Specification of categorical framework used in researched sphere was conducted; in particular, it was suggested to consider innovation and investment safety the key part of national economic safety. On the basis of regression analysis the appraisal of relation between the size of internal expenditures for research and development and living standards in the country was held - it has demonstrated rather weak relation between researched variables during a short period of time. In addition, the work formulates the key problems in the sphere of innovation and investment safety in Russia and suggests proposals on their solution.peer-reviewe

    Active learning for dialogue act labelling

    Active learning is a useful technique that allows for a considerably reduction of the amount of data we need to manually label in order to reach a good performance of a statistical model. In order to apply active learning to a particular task we need to previously define an effective selection criteria, that picks out the most informative samples at each iteration of active learning process. This is still an open problem that we are going to face in this work, in the task of dialogue annotation at dialogue act level.     Angiotensin II and growth factors in the pathogenesis of diabetic nephropathy. The renin-angiotensin system (RAS) and growth factors mediate structural and functional changes during the course of diabetic nephropathy (DN). Studies in humans and experimental models with DN suggest their involvement in the development and progression of DN. Activation of renal tissue RAS and increased expression of growth factors have been demonstrated at early stages of the disease. Angiotensin II and growth factors alter renal hemodynamics and exert trophic changes in renal cells that eventually result in fibrosis through direct mechanisms or through the release of other mediators. Their effects are likely modulated by metabolic changes including high glucose and free fatty acids. While blockade of the RAS ameliorates DN in humans, such evidence for blockade of growth factors is still lacking. It is likely that susceptibility to the development of DN and therapeutic efficacy are modulated by genetic polymorphisms in components of the RAS and growth factors including their receptors and other target molecules. Approaches to understand the intricate relationship between these systems and the mechanism(s) by which they alter capillary permeability and result in structural changes are areas of fruitful investigation

    Fano interference and cross-section fluctuations in molecular photodissociation

    We derive an expression for the total photodissociation cross section of a molecule incorporating both indirect processes that proceed through excited resonances, and direct processes. We show that this cross section exhibits generalized Beutler-Fano line shapes in the limit of isolated resonances. Assuming that the closed system can be modeled by random matrix theory, we derive the statistical properties of the photodissociation cross section and find that they are significantly affected by the direct processes. We identify a unique signature of the direct processes in the cross-section distribution in the limit of isolated resonances.Comment: 4 pages, 4 figure

    Dysflective cones: Visual function and cone reflectivity in long-term follow-up of acute bilateral foveolitis.

    PURPOSE:Confocal adaptive optics scanning laser ophthalmoscope (AOSLO) images provide a sensitive measure of cone structure. However, the relationship between structural findings of diminished cone reflectivity and visual function is unclear. We used fundus-referenced testing to evaluate visual function in regions of apparent cone loss identified using confocal AOSLO images. METHODS:A patient diagnosed with acute bilateral foveolitis had spectral-domain optical coherence tomography (SD-OCT) (Spectralis HRA + OCT system [Heidelberg Engineering, Vista, CA, USA]) images indicating focal loss of the inner segment-outer segment junction band with an intact, but hyper-reflective, external limiting membrane. Five years after symptom onset, visual acuity had improved from 20/80 to 20/25, but the retinal appearance remained unchanged compared to 3 months after symptoms began. We performed structural assessments using SD-OCT, directional OCT (non-standard use of a prototype on loan from Carl Zeiss Meditec) and AOSLO (custom-built system). We also administered fundus-referenced functional tests in the region of apparent cone loss, including analysis of preferred retinal locus (PRL), AOSLO acuity, and microperimetry with tracking SLO (TSLO) (prototype system). To determine AOSLO-corrected visual acuity, the scanning laser was modulated with a tumbling E consistent with 20/30 visual acuity. Visual sensitivity was assessed in and around the lesion using TSLO microperimetry. Complete eye examination, including standard measures of best-corrected visual acuity, visual field tests, color fundus photos, and fundus auto-fluorescence were also performed. RESULTS:Despite a lack of visible cone profiles in the foveal lesion, fundus-referenced vision testing demonstrated visual function within the lesion consistent with cone function. The PRL was within the lesion of apparent cone loss at the fovea. AOSLO visual acuity tests were abnormal, but measurable: for trials in which the stimulus remained completely within the lesion, the subject got 48% correct, compared to 78% correct when the stimulus was outside the lesion. TSLO microperimetry revealed reduced, but detectible, sensitivity thresholds within the lesion. CONCLUSIONS AND IMPORTANCE:Fundus-referenced visual testing proved useful to identify functional cones despite apparent photoreceptor loss identified using AOSLO and SD-OCT. While AOSLO and SD-OCT appear to be sensitive for the detection of abnormal or absent photoreceptors, changes in photoreceptors that are identified with these imaging tools do not correlate completely with visual function in every patient. Fundus-referenced vision testing is a useful tool to indicate the presence of cones that may be amenable to recovery or response to experimental therapies despite not being visible on confocal AOSLO or SD-OCT images
